Jacqueline Hinman, CEO

Our Leadership

Jacqueline Hinman

Chief Executive Officer

Jacqueline (Jacque) Hinman serves as Atlas’ Chief Executive Officer. She holds 35 years of career engineering industry experience, serving for nearly 20 years with Fortune 500 engineering company CH2M, most recently as Chairman and CEO prior to its acquisition in 2017. Jacque also served as President of several CH2M divisions. She was with Tyco Earth Tech Division as Senior Vice President for six years and began her career at CH2M before rejoining the company in 1996. Jacque is an experienced board member of global corporations and nonprofits, and currently serves as a member of the Board of Directors of Dow and International Paper. The Maryland native is a civil engineering alumna of Penn State University and attended the Stanford University Executive Program.

Ken Burns, Jr.

Chief Operating Officer

Ken J. Burns, Jr. has more than 32 years of delivery experience that extends from planning and design to construction management. Prior to joining Atlas, Ken served as COO for Atkins, NA. In overseeing Atkins’ business units, Ken established a strong operational and financial performance matrix and ensured compliance with safety, quality, commercial and operational protocols. Ken is a proven leader with extensive management and operational experience in the US transportation and infrastructure industry. In addition, Ken has managed several national and regional businesses spanning the transportation and municipal infrastructure industries. A graduate of the University of Tennessee, he holds a Bachelor of Science degree in civil engineering and is registered in seven states and the territory of Guam.

Lytle Troutt

Environmental Business President

Lytle Troutt has more than 30 years of experience in nearly all aspects of the environmental industry, including remediation, compliance, management, health, nuclear compliance and sustainability. Prior to joining Atlas, Lytle served as the Principal Director, Operations, for WSP’s U.S. earth and environment business line. He’s held leadership positions at top-tier companies within the architecture, engineering and construction industry, consistently demonstrating his talent for aligning client and business objectives, resulting in profitable, high-margin growth. Lytle leads Atlas’ environmental business, focusing on continuing the company’s legacy of distinctive client service while strategically driving profitable growth to enhance revenue and expand market share. Lytle has a Bachelor of Science degree in mechanical engineering from Tennessee Technological University.

Jeanne DiBella

Chief Financial Officer

Jeanne DiBella serves as Atlas’ Chief Financial Officer, leveraging over 20 years of diverse operations and finance experience from large international corporations and smaller startups. Prior to joining Atlas, Jeanne was the CFO for The Arcticom Group, a private equity backed multi-location services business that served the building construction industry. There, she was responsible for all finance, accounting, integration, IT, and Project Management Office projects and processes. In addition, Jeanne served as the Senior Vice President of Finance and Shared Services for ASRC Industrial, a company that provides environmental compliance and cleanup, and engineering/ maintenance services to the industrial sector.  Jeanne also spent a significant part of her career at Nestle USA, overseeing financial and operational aspects of the company’s US manufacturing facilities, supply chain, and operations.  Jeanne holds an MBA from Michigan State University and a BA in Economics from Kalamazoo College.

Sarah Hilty

Chief Legal Officer

Sarah Kinnick Hilty has more than 25 years of experience leading a wide range of strategic legal and business matters. Most recently, she served as Chief Legal Officer of a global educational technology company listed on the NYSE and as Executive Vice President and General Counsel of a cinema advertising company listed on Nasdaq. Prior to that, Sarah served as Deputy General Counsel, Corporate at Fortune 500 engineering company CH2M leading a team that worked collaboratively across the company on mergers, acquisitions and divestitures, and finance, real estate, governance, and securities matters. Sarah began her career at global law firm Hogan & Hartson, LLP (now Hogan Lovells) where she was a partner in the Business and Finance Group. Sarah holds a Juris Doctorate from Stanford Law School and a Bachelor of Science in Business Administration from the University of Colorado Boulder.

Harshal Desai

Chief Growth Officer

Harshal Desai serves as Chief Growth Officer of Atlas, responsible for driving organic growth by focusing on major accounts and marquee projects in key end markets. He brings 20+ years of experience in the AEC industry and has been involved with major infrastructure projects in U.S. and beyond, with end markets including transportation, water, federal, and power. Prior to joining the company, Harshal served as Business Development and Strategy Director for Atkins’ Community and Intermodal Business. Under his leadership and through disciplined sales processes, the business doubled its pipeline, started focusing on larger projects resulting in sales greater than $400M. He is a registered professional engineer with Master’s and Bachelor’s degrees in civil engineering. Harshal has built an exceptional reputation in our industry and has forged strong working relationships with key customers. He is well recognized and active in the AEC community and professional organizations. Harshal has often been recognized for his endeavors, having been named one of ENR’s Top 20 under 40 for the Southwest region.

Shannon Rowley

Chief Human Resources Officer

Shannon Rowley is Atlas’ Chief Human Resources Officer, bringing over 25 years of leadership experience in human resources. In this role, she is responsible for developing and implementing HR strategies that align with Atlas’ business objectives, focusing on driving employee engagement, fostering sustainability, and managing organizational transitions. Before joining Atlas, Shannon served as CHRO at MWH, successfully leading key HR initiatives across multiple business units. She holds a Bachelor of Business Administration from the University of Colorado at Denver, an MBA from Colorado State University, and is certified as a SHRM Senior Certified Professional and an HRCI Senior Professional in Human Resources.

Giuseppe Robbiano

Chief Information Officer

Giuseppe Robbiano, Atlas’ Chief Information Officer, has more than 25 years of experience in information systems analysis, design, development and implementation. In his role, Giuseppe oversees Atlas’ information technology (IT) strategy with a focus on uniting the company’s IT infrastructure as Atlas continues to grow and innovate. Giuseppe has a strong track record of leading global teams through complex transitions to unified ERP platforms. His areas of expertise include cloud computing, data analytics and cybersecurity. Before joining Atlas, Giuseppe spent four years with Cooper Machinery Services, where he was vice president of IT. He holds a Bachelor of Science in Systems Engineering from the University of Lima in Peru. He’s multilingual in English, Spanish and Portuguese. Originally from Piura, Peru, Giuseppe is based in Houston, Texas. Outside of work, he enjoys scuba diving and spending time with his family.

Lori Irvine

Senior Vice President, Marketing & Communications

Lori oversees Atlas’ marketing, communications and brand functions, closely aligning marketing strategies with business development goals, positioning for and winning new projects and programs, enhancing brand visibility, and fostering strong client and professional relationships with a focus on increasing revenue and market share. She joined Atlas after 25 years with Jacobs and CH2M, where she served in a variety of marketing roles, most recently as Senior Director, Marketing and Communications for the firm’s Americas region and the water market. Her experience includes leading digital and traditional marketing, brand strategy, events, public relations and media, and communications. Lori graduated from Creighton University with a Bachelor of Arts Degree in English.
