Our Leadership

L. Joe Boyer


L. Joe Boyer has served as Atlas’ Chief Executive Officer since October 2017. Prior to becoming Chief Executive Officer of Atlas, Mr. Boyer served as a consultant to Bernhard Capital Partners Management LP in connection with its infrastructure delivery services business from August 2016 to October 2017. From March 2013 to February 2016, Mr. Boyer was Chief Executive Officer of Atkins’ North American arm. From 2003 to 2013, Mr. Boyer held several senior management positions at Shaw Environmental & Infrastructure, most notably as President for its Federal Division. Mr. Boyer holds a Masters of Business Administration from Pepperdine University and a Bachelor of Science in Architectural Engineering from The University of Texas at Austin.


David D. Quinn, Sr


David Quinn has 25 years’ experience in the Construction, Engineering and Consulting Services industries. Prior to joining Atlas, Mr. Quinn held multiple executive level roles at the Shaw Group and Atkins Global, most recently in Chief Financial Officer and Chief Operating Officer capacities. David is a high-energy and motivating leader able to organize, build consensus and implement change with a history of delivering operational, cultural and financial results. He has a strong track record of designing and leading business restructuring and turn-around efforts focused on streamlining organizational structures and overhauling processes and systems to optimize execution. Mr. Quinn holds a BA from the University of Massachusetts, and an MBA from Norwich University.

Ken Burns, Jr.


Ken J. Burns, Jr. has more than 32 years of delivery experience that extends from planning and design to construction management. Prior to joining Atlas, Mr. Burns served as COO for Atkins, NA. In overseeing Atkins’ business units, Mr. Burns established a strong operational and financial performance matrix and ensured compliance with safety, quality, commercial and operational protocols. Mr. Burns is a proven leader with extensive management and operational experience in the US transportation and infrastructure industry. In addition, Mr. Burns has managed several national and regional businesses spanning the transportation and municipal infrastructure industries. A graduate of the University of Tennessee, he holds a Bachelor of Science degree in civil engineering and is registered in seven states and the territory of Guam.

Priya Jain


Ms. Priya Jain serves as Atlas’ Chief Growth Officer where she is responsible for driving Atlas’ growth strategy and implementation through targeted initiatives in emerging markets, major accounts, and upcoming opportunities. Prior to joining Atlas, Ms. Jain has served as Global Director of Sales, Senior Vice President of Business Development & Strategy, Chief of Staff for the Chairman and CEO, among other leadership positions at Atkins, Inc and CH2M Hill. With proven experience in strategically building and growing an organization from the ground up, she has driven sales targets of over $1+ billion in North America and managed highly successful teams. Ms. Jain is a graduate of State University of New York at Buffalo with a MS in Environmental Engineering, and she holds a MS in Physics and a BE in Civil Engineering from Birla Institute of Technology and Science, India.

Jonathan Parnell


Mr. Jonathan Parnell serves as Atlas’ Chief Strategy Officer. Mr. Parnell has been part of Atlas’ leadership team, primarily responsible for Atlas’ Mergers & Acquisition strategy and execution including sourcing opportunities, negotiations and due diligence for many of Atlas’ acquisitions. Prior to joining Atlas, Mr. Parnell served as the Director of M&A and Integration at ATC. He has a broad background in M&A, integration, finance, operations management, and sales with large engineering and consulting firms. Mr. Parnell is a graduate of LSU with a Bachelor’s in Business Administration and holds an MBA from the University of Texas, McCombs School of Business.

Walter Powell


Walter Powell has served as Atlas’ Chief Accounting Officer since November 2017. Prior to joining Atlas, Mr. Powell served as an Audit Partner with Deloitte & Touche, LLP for 10 years, responsible for audits of public and private companies ranging in size from $20 million in revenue to $40 billion in revenue. Mr. Powell holds a Bachelor of Science in Accounting from The University of New Orleans. He is a Certified Public Accountant and a member of the American Institute of CPA’s.

John Mollere


John Mollere has served as Atlas’ Chief Administrative Officer since January 2019. Mr. Mollere brings over 25 years of experience and leadership in corporate administration. Prior to joining Atlas, Mr. Mollere served as Chief Administrative Officer of ATC Group Services, a leading environmental consulting and engineering firm with locations across the United States which merged with Atlas in 2019. There, Mr. Mollere led a diverse team of administrative professionals including legal, risk management, health and safety, procurement, information technology, and marketing communications. Prior to joining ATC Group Services, Mr. Mollere held a leadership position for over a decade in the risk management division of Fortune 500 company, The Shaw Group. Mr. Mollere has a Bachelor of Science in Toxicology from Northeast Louisiana University and is a Certified Safety Professional.

Laura Strunk


Laura Strunk serves as Atlas’ Chief Legal Officer. Ms. Strunk brings a wealth of experience in public company representation, securities law, capital markets transactions, mergers and acquisitions, corporate finance and corporate governance matters. Prior to joining Atlas, she was an Associate General Counsel and Assistant Corporate Secretary at USA Compression Partners, LP in Austin and was the Corporate Counsel at NuStar Energy LP in San Antonio. She began her legal career in the New York City office of Vinson & Elkins LLP focusing on capital markets and mergers and acquisitions. Ms. Strunk is a graduate of the University of Virginia School of Law and holds a Bachelor of Science from Dartmouth College.

Jamie Myers


Jamie Myers serves as Atlas’ Chief Diversity Officer. In her role, Ms. Myers brings an energized focus and critical leadership to the Company’s Diversity, Equity & Inclusion (DE&I) Program and Council, ensuring alignment with the Company’s vision and business objectives. The DE&I program is geared towards actionable and measurable initiatives in Atlas’ continuing efforts to be a best-in-in-class Company to all employees and stakeholders. Prior to joining Atlas, she was the Marketing Communications Manager for environmental consulting and engineering firm, ATC Group Services. Her background includes marketing management of a national and international major global oilfield services company, which included brand integration and various marketing activities that spanned 12 countries. With a Bachelor of Science from Northwestern State University, Jamie is currently pursuing an MBA in Global Management.

Britni Aucoin


Britni Aucoin serves as Atlas’ Chief Information Officer. Her expertise spans various aspects of the information technology landscape. With experience in IT management, operational technology and digital transformations, Britni brings a strategic mindset for IT optimization. As a Digital Practice & Offering Developer Senior Manager at Accenture, she led a team of 50+ Automation Engineers. Britni also worked with clients in Oil & Gas and Food & Beverage industries to develop digital strategies for operational technology and manufacturing. Ms. Aucoin is a graduate of University of Louisiana at Lafayette with a BS in Computer Science and an MBA.
