Barry Brown
Mr. Barry Brown is a project manager and structural engineer who has been quality assurance manager, lead bridge engineer, and Engineer of Record, on several design build projects. His expertise spans 38+ years in engineering, bridge design, and PSQAM. Barry has been involved in the build of major interstate highway and interchange projects, including the $700M I-35 Northeast Expansion (NEX) South Project and $1.5B I-35 Northeast Expansion (NEX) Central Project in Texas.

Johnny Brown
Mr. Johnny Brown began his career in construction quality assurance and engineering, as an geotechnical engineering intern at the marine division of Furgo. Now, he carries more than 7 years of experience providing geotechnical engineering, special inspection, and construction services for projects throughout Texas, Nevada, New Mexico, Arizona, and Arkansas.
He has since attained 23 certifications and professional licenses from organizations that are the authority on building design and construction, including the International Code Council (ICC), American Concrete Institute (ACI), Precast/Prestressed Concrete Institute (PCI), International Firestop Council (IFC), and Association of Material Protection and Performance (AMPP).
These certifications coupled with Johnny’s engineering background demonstrate his expertise in providing construction quality assurance services for reinforced concrete, structural masonry, structural steel, post-installed anchors, industrial coatings, precast/prestressed concrete, soils, fireproofing, firestopping, and many other specialized construction materials/applications.
Johnny has worked on projects ranging from high schools to multi-billion-dollar manufacturing facilities. He is always eager to expand his knowledge to better serve the communities that are impacted by the projects he is a part of.

Elise Bugge
Ms. Bugge is an Environmental Project Manager with extensive training and field experience in environmental permitting, natural resource management, stormwater compliance, soil remediation, and hazardous material analysis. Her experience with the WSDOT Fish Passage program paired with her educational background in environmental science has allowed her to navigate complex natural resource permitting and successfully run environmental programs. She is adept at navigating the complex regulatory landscape governing fish enhancement projects in the Pacific Northwest. Whether facilitating meetings between government agencies and contractors, or managing site best management practices during construction activities, Elise is a driving force in upholding and complying to environmental commitments.

Bahjat Dagher
Mr. Bahjat Dagher completed a bachelor in Civil & Environmental Engineering from the American University of Beirut before completing a Masters in Structural Engineering from MIT and an MBA from UCLA. In a career spanning 18 years, Bahjat has worked on projects in both design and construction management support services with focus on quality management. Bahjat started his career in NYC as a specialty designer on several High-Rise Towers in major cities like Boston, NYC, Paris and Mumbai. He then moved to California to work on the largest self-anchored suspension bridge in the world, the San Francisco Oakland Bay Bridge. In his role, he was the senior quality manager responsible for all materials management, forensic assessments, and fabrication inspections. Bahjat then moved to Southern California and worked on many bridge and tunnel projects as a quality manager, leading a team of engineers and inspectors on these projects, including the Gerald Desmond Bridge in Long Beach, and the 6th Street Viaduct in Los Angeles. Bahjat takes pride in working for clients that value quality above anything else. Quality can be a tool used to reduce cost, and maintain project schedules if prioritized by the owner and implemented diligently.

Josh Earl
Josh is a Senior Project Quality Manager (PQM) and CQAM with expertise in heavy civil transportation design-build and progressive design build projects. His career has focused on reinforced concrete, segmental bridge construction and steel structures, deep shafts and concrete columns, temporary and permanent shoring systems, structural walls, track construction and HMA/concrete pavement and deep excavation and dewatering. He has worked in both design and construction phases of Sound Transit Light Rail and WSDOT roadways and Local Programs. He has developed expertise in utilizing Document Control System software to support rail and highway quality programs. He has extensive knowledge of Sound Transit Light Rail Construction Standards and WSDOT Standard Specifications Construction Manual, SAMS, CATS materials tracking procedures and ODOT Standard Specifications.

Monica Flournoy
Monica L. Flournoy, PE, has 30 years of experience in construction, contract administration, construction bidding, and materials and testing. Monica is currently responsible for managing Atlas’ Georgia field operations including construction engineering and inspection (CEI), maintenance engineering and inspection (MEI), and materials laboratory and roadway testing.
Prior to joining Atlas and throughout Monica’s 28-year career with the Georgia Department of Transportation (GDOT), quality assurance played a key role in the positions she held. She ensured that the services provided met the needs, expectations, and requirements of GDOT’s internal and external customers. During Monica’s tenure with GDOT, she served on various agency committees including estimating, contractor prequalification, and pavement design. She provided tremendous contributions on several state and national committees with the Georgia Partnership for Transportation Quality (GPTQ) and the American Association of State Highway and Transportation Officials (AASHTO). For a combined period of 10 years, Monica was an active member of AASHTO’s committees on materials and pavement as well as its subcommittee on construction.
While at GDOT, Monica was recognized many times for her engineering achievements and leadership abilities. She received the Commissioner’s Outstanding Achievement and Merit Awards, the Governor’s Commendation for Excellence in Customer Service, and was a 2017 graduate of AASHTO’s National Transportation Leadership Institute. In 2020, Monica was listed by Engineering Georgia magazine as one of the 50 “Women in the Know,” displaying her considerable influence on the future of Georgia’s built environment.

Brett Haggerty
With over 19 years’ experience working for TxDOT & Atlas, Mr. Haggerty has gained invaluable knowledge in the field of construction materials engineering, pavement design, inspection, and testing. He has authored numerous specifications, procedures, designs, and policies spanning hot mix, soils, aggregates, concrete, non-destructive testing pavement evaluations, quality assurance programs, alternative delivery methods, and asset management. In addition, he has performed over $500 million in pavement designs encompassing geotechnical investigations, structural design, PS&E review, specification development and implementation, and forensic investigations.

Slava Kurkov
Mr. Slava Kurkov began his construction career as a teenager with a family-owned business, specializing in custom home building and tenant improvement projects in the South Puget Sound area. After earning his Construction Management degree from Central Washington University, Slava contributed to upgrading WWII-era company operations facilities and barracks at Joint Base Lewis-McChord.
Driven by a passion for the heavy civil side of construction, Slava took on pivotal quality roles in several high-profile projects. His experience includes working on the I-405 expansion in Bellevue, WA and the construction of the new SR 520 floating bridge across Lake Washington. Currently, as a Quality Manager, he plays a crucial role in the Sound Transit East Link Expansion and the Federal Way Link Extension projects.
Slava’s approach to quality management emphasizes not only delivering the right product the first time but also fostering communication with owners to build trust, respect, and collaborative project outcomes. He believes that a project focused on quality enhances schedule adherence, ensures profitability, and strengthens relationships with all stakeholders.

Aaron Prchlik
Mr. Prchlik has extensive experience in construction management, quality management, and highway, bridge, and utility project inspection. He has worked as a contract manager, project manager, assistant resident engineer, assistant structures representative, roadway inspector, and bridge inspector. He has also coordinated work with various utility companies, local agencies, Caltrans, Union Pacific Railroad, and the Regional Water Quality Control Board. Mr. Prchlik has provided contract administration and documentation for multiple projects in accordance with Caltrans and federal requirements. Additionally, he has over eight years of experience working on Caltrans projects domestically and internationally as part of the San Francisco-Oakland Bay Bridge Self-Anchored Suspension Span (SAS) Bridge Team. He performed field testing and quality reviews on concrete, welding, and painting. He also reviewed requests for information (RFIs) and the SAS tower fabrication submittals.
Mr. Prchlik has in-depth knowledge of structural joints and bolts, ASTM, SSTC-Steel Structures Bolting Handbook, AWS D1.5 Bridge Welding Code, Caltrans Standard Specifications, and AISC Steel Construction Manual. Mr. Prchlik has played a crucial role in continuously improving client processes and procedures. As a leader with Caltrans Materials Engineering and Testing Services (METS), he helped further develop their fit-for-purpose policies and procedures. He has authored hundreds of fit-for-purpose recommendations for the department on major projects statewide.
